The agency's stated reason: redevelopment work has turned the terminal roadways into a maze, and peak-hour traffic outside the doors was getting worse.

In practice that means clearing immigration, following the AirTrain signs, riding one stop, then setting your app pin at the new zone. Budget roughly 20-30 extra minutes from wheels-down to hotel door, and more if you land between 4 PM and 7 PM. If your driver messages asking to meet at the old curbside spot, don't go. They cannot collect you there.
