In the dim light the stone of the tower reads as a dark frame against the city, which is a different dawn picture entirely.
The practical visit
Go to the Brooklyn side fifteen minutes before official sunrise, then walk to the first pylon. The exposed bridge is colder than the streets below, so dress for the wind and wear a shoe with grip on damp planks. If you want the skyline lit rather than backlit, the Brooklyn side is the correct starting point, at sunrise the sun sits behind the Brooklyn tower, and the Manhattan towers catch the first color.
